Bithuum Conducted 45,772 Transactions with Unreported Exchanges, FIU Alleges Willful Neglect on October 22

According to arguments presented by South Korea's Financial Intelligence Unit (FIU) at Seoul Administrative Court on October 22, Bithumb conducted 45,772 transfers with 18 unreported virtual asset operators, including MEXC and CoinEx, between August 28, 2022 and April 3, 2025. FIU alleged that Bithumb knew of the obligation to block transactions with unreported operators regardless of transaction amount, but failed to establish sufficient control measures, constituting willful misconduct or gross negligence. The agency imposed a six-month business suspension restricting new customers' external digital asset transfers. FIU rejected Bithumb's claim of a regulatory gap for transactions under 1 million won, stating the ban on unreported operator transactions carried no amount threshold from inception. The next hearing is scheduled for January 28, 2027.
