According to the OCC, the Office of the Comptroller of the Currency finalized implementation rules for the GENIUS Act, effective January 18, 2027. The rules apply to licensed payment stablecoin issuers, OCC-regulated foreign issuers, and certain custodial activities of regulated entities, covering reserve backing, redemption, and risk management.

The final rules exclude provisions related to the Bank Secrecy Act, anti-money laundering, and OFAC sanctions, which will be addressed through coordinated subsequent rules. U.S. Treasury Secretary Scott Bessent called the act "a watershed moment for American finance."
