Binance to Close European User Accounts by December 31, Introduce Monthly Fees From November 29

According to Binance on November 8, the platform will close accounts held by users in France, Spain, Italy, and Poland by December 31 due to MiCA compliance requirements. Affected users have received notices to withdraw their assets. From November 29, Binance will charge a monthly fee of 0.025% of remaining crypto holdings or $10 USDC, whichever is higher. The first deduction will occur within three days of November 29, with a second deduction after December 24. Fees will be deducted from USDC holdings first, then from other crypto assets if necessary.

Under EU regulations, crypto exchanges must obtain authorization in a member state to serve the entire bloc. Binance France's registration automatically expired on July 2 following the end of France's previous registration system. Binance withdrew its MiCA license application in Greece in June but has not disclosed which member state it plans to apply in next. The exchange does not yet appear on the European Securities and Markets Authority's list of authorized crypto service providers.
