France's National Assembly Approves €100,000 Self-Custody Crypto Reporting Requirement, Votes 150-44 on November 3

France's National Assembly approved amendment I-2701 on November 3, 2026, requiring taxpayers to declare self-custodied cryptocurrency holdings worth €100,000 or more. The measure passed by 150 votes to 44, with eight abstentions, and will form part of France's proposed 2027 Finance Bill. Non-compliance could result in fines up to €10,000, with asset values calculated as of December 31 of the reporting year.

The amendment must remain in the final 2027 budget legislation following Senate consideration to take effect. The proposal seeks to close a tax-reporting gap for self-hosted crypto wallets not held through regulated service providers, addressing an estimated €3.1 billion discrepancy between estimated cryptocurrency capital gains and tax authority declarations in prior years.
