Russia Sets $3,700 Annual Crypto Purchase Limit for Retail Investors on November 6

According to Bank of Russia, on November 6 the central bank finalized rules allowing non-qualified retail investors to purchase up to 300,000 rubles (approximately $3,700) in Bitcoin, Ether and USDT annually through each intermediary. The regulations take effect November 17, 2026, opening cryptocurrency investment to ordinary investors under mandatory risk assessments. Qualified investors face no equivalent purchase ceiling and can access a broader range of cryptoassets. Moscow Exchange plans to begin cryptocurrency trading on December 1, initially offering the same three assets under the securities market trading schedule.
